Adoption of the new C22.1-12 - Canadian Electrical Code in Nova Scotia

On May 1, 2012, the 2012 edition of the Canadian Electrical Code (CEC), Part 1, was adopted and now requires adherence within Nova Scotia as authorized by the Electrical Installation and Inspection Act and the associated Electrical Code Regulations.

In 2011, the 2010 National Building Code was adopted in NS. The following is a brief summary of some of the new requirements from the NBC (section 3.1.4.3 buildings of combustible construction and section 3.1.5.18 buildings of non-combustible construction cover all the requirements and situations in more detail):
open wiring with combustible insulation in a building of non-combustible construction must be FT-4 rated
open wiring used for the transmission of voice, sound or data with combustible insulation in a building of non-combustible construction installed in a plenum space must be FT-6 rated
Whether a building is combustible or not is determined by the building inspector or the architect designing the building. Any issues with regard to the FT rating of cables or raceways within a building should be addressed by the local building inspector.

The FT rating requirements for cables, including low voltage cable, are dictated by the National Building Code and not the Canadian Electrical Code.

Changes to the building code for smoke detectors in Nova Scotia

For new constructions, a smoke alarm is now required in each bedroom and each level of a house, as per the National Building Code (NBC) and they must be interconnected and must have battery backup.

Smoke alarms (as per ULC 531) can be attached to certified control panels that meet ULC S545. For more information on specific requirements, see rule 9.10.19.3 of the NBC and the Building Code Act and associated regulations.

CO detectors should be installed as per 9.32.3.9 of the NBC.

These installations are regulated by building inspectors; all questions should be forwarded to building inspectors.



Local 10-digit dialing coming soon to Nova Scotia and Prince Edward Island

The Canadian Radio-television and Telecommunications Commission (CRTC) announced that starting in August 2014, 10-digit local dialing will be required for all local calls made in Nova Scotia and Prince Edward Island. The CRTC also announced that a new area code, would be introduced in the province.

The transition to 10-digit dialing will begin on August 23, 2014, and will be gradually introduced over the following weeks. During this transition period, customers who dial 7-digits will hear an announcement advising them to include the area code in future calls, after which their call will be completed. 10-digit dialing will become mandatory by November 16, 2014.

To comply with 10-digit local dialing, some automated dialing systems, including alarm systems, must be reprogrammed to include the area code. It is important to ensure that the necessary reprogramming be completed before 10-digit local dialing comes into effect on August 23, 2014. After this date, a recorded message will be heard each time a call is dialed using 7-digits. This message could interrupt the transmission of data such as alarm signals.

It is therefore critically important that any security services that utilize the telephone network are modified to accommodate 10-digit local dialing by August 23, 2014.
